No he didn't. He broke some rules, got suspended for a month and then carried on which eventually got him Ip'd.
Any specific quests you have in mind?
I can see from the screenshots you provided that the defence remained 70 even after the quests were completed. How was the additional XP gained? Also, why didn't you consult him asking what you should do with the xp lamps? Edit: Just noticed that the 71 defence was gained via questing, my bad. @GcwRyan as per the screenshots animalseller provided, the defence was gained via the questing you had requested from him. Meaning that the only issue here was the lamps he used. Although he shouldn't of used them you did ask for quests to be completed without having the required skills (The agility) so him using the lamps on the agility isn't really his fault.
