This whole wine thing reminds me of bounty hunter times with brawling gloves doing this wine method stalling the exp drops or whatever. It's possible, 100%. I've never actually unbanned any accounts myself but I used to contact JaGeX quite often and am very sure it's possible to get your account back speaking to them. On what you should say, I have no clue.

Just get started on them, it's not that bad, or go into the service section and find someone to do them for you. Guess thats your best shot if you don't want to do em yourself.
