I've had to fix this for a few people. I like this site, since it works well - http://www133.lunapic.com/editor/ You need to re-size it to 160 x 160 as a maximum size. Hopefully this helps

What client are you running? The current is 1.7.44, be sure you're up-to-date.

Hello, when you're making avatars, be sure to re-size them to 160 x 160 before you give them to your customer. Anything bigger than 160 x 160 will just stay at the first frame. Thank you

What internet provider do you have? I have verizion, and my IP changed when I left my modem off over night.

You're thinking about a virtual machine. A VPS isn't located on your computer, it's located on a dedicated server elsewhere that you access virtually. & a VPN is just a different internet access point, so you won't be using your house IP, etc.
