I believe scammers do get IP banned, but it isn't hard to change your IP. & I'm sure that'd be easy to do, but it wouldn't be worth the devs time to add that, since you get a free RS name change, etc.

OSBot is a botting website that has a black market, not a black market website that has a bot (which Sythe lacks as well, which is why it isn't a competitor).

Currently, none of our competitors support feedback for "other" sales outside of RS, and one of them doesn't even have an "other" section. Sythe isn't considered a competitor. Sythe's slogan - "The Craigslist of Virtual Goods", so their site is literally revolving around these kinds of sales.
