Admins are the people that deal with these things and its best to deal with the issue through Private Message, if the staff have reason as to why they wont refund you then stiff shit, shouldn't have bought VIP in the first place.

I would say between 150-250M especially considering the fact that you don't get the original email nor do you get to pay with .e.g. PayPal if you decided to recover the account. For the person buying the account they're taking a massive risk even with an MM throughout the trade.
