Stress
See the iBot court case. They did something about it. It cost Jagex millions though, and years. In all seriousness, if charging a botting company was at all worth the legal hassle they would have done that instead of making wilderness inaccessible, and trade restrictions. They took the route less costly and in their eyes more effective. They realized it would cost them a-lot of their player-base but compared to attempting to sue every macro company it was a very minimalist loss. They attempted to sue IBot in 2010, and the trial didn't end until 2012. And in the end of it all the creators of IBot gave in and paid out Jagex to end the settlement. More than likely because they didn't have the legal resources to continue on against Jagex and cut their losses. Long story short, I am almost certain you will not see Jagex try to sue a company like this again, and most definitely no scripters have anything to worry about.
