That happens when you don't have the required items nor the required gp to buy them, but you have a lower amount in inventory, that doesn't get it stuck though It doesn't use stamina potions Please add more quests! Yes it wouldn't be hard to change, the only reason I left that there is because jagex cannot detect that and changing it may affect other parts of the GE interactions. Stealth Quester 2.0 will be released soon however and the script is completely rewritten, all interactions will be much smoother 1
