Unless is there some rule or other reason it's not a common service offered by people with maxed accounts looking to make money?

I wasn't really saying id lend my account just that the money would be traded over for the purpose of staking for the customer. I didn't think that fell under a loan(being given money to be later paid back by a certain time often with interest). Whereas commission staking is dependent on winning that sounds more like assistance with gambling. But if that's the case where it is still considered a loan then that explains a lot.
