1 prayer is always best, then if they want to use it to stake they can, and also they can simply choose what prayer level they want anyway since it's quick to train

not only that its the fact they can quest the prayer , if someone just uses bones 1-43 its pretty worthless acc imo

 It comes down to certain things. For example if someone is selling an account with 31 prayer that wasn't quested.  and the buyer wants to advance his pure without training the prayer it would be nearly impossible since most pures require certain quests like Animal magnetism which gives prayer xp because of the prior quests needed for that quest. So basically it would ruin the pure they wanted to have.

to some extent, usually the pure quest you do give ~2,531 xp and people sometimes stop there or they do all prayer quest, really just depends on the person , i guess burying bones isn't worthless to some people who don't quest but
