When you're IP-Flagged, you are still able to create accounts and play on them, they just keep looking way more at your activity once your ip is in their system. 

Looking at this, i'd say you're ip-banned buddy. Try a VPN, just a free one, to see if this makes a difference?

I've never seen this before. How many accounts have you had banned recently?
