Can closed paypal dispute be re opened?

Got this message from paypal 2 weeks ago , doesnt this mean it were closed and he can not re open it i think?

He cannot reopen it he can chargeback from his credit card if it was paid with a credit card but since paypal closed the dispute in your favor then paypal would have to handle the CC dispute not you.

Paypal didin't close it, he did close it :p

 

but same thing he can not open it again ? and doesnt that msg mean that he closed it.

He cannot reopen it he can chargeback from his credit card if it was paid with a credit card but since paypal closed the dispute in your favor then paypal would have to handle the CC dispute not you.

 

Basically they are telling you the dispute was closed in a friendly manner meaning it was closed because everything was settled. So with that being he cannot re open the dispute it is settle.
