If my IP address is hidden, will jagex still be able to flag my IP?

You can not 'hid' your IP, you can 'hide' behind another IP, such as a Proxy or VPN. In that case if you use one of those, that IP will visible to Jagex and not your HOME IP.

    oh alright, I have a vps that has 2 useable IP. when i go to whatismyip it says my ip is hidden, lmao just wondering.

    I can actually just buy new ips from my vps provider and change my vps servers ip, each ip is only 1.35$ so yeah lol
