Nothing has been sent to my email account and everything is perfectly normal?

 

I try to reset my password yet you need the email registered and it isn't recognising it?

Someone contacted JaGex and had the registered E-Mail removed (Your registered E-Mail) and then he most likely recovered the account to his E-Mail and had the password changed :)

Either you are using the wrong email, or the user has changed the email on their own behalf, (scamming) either those or it could be one big delay on Jagex's behalf.
