Everyone new account I make gets locked within 1 minute. I tried on both on my computers and both gets locked.

I've  tried using proxies, vpns and they still get locked.

Any help how to not make them get locked?????

I HAVE REMOVED RANDOM.DAT, CLEARED ALL JAGEX CACHE AND TRIED DIFFERENT BROWERS, CLIENTS.

MY EMAIL DOMAIN IS NOT FLAGGED.
