You need to find the axis of rotation for the object in order to make it spin in a uniform manner. Finding the axis of rotation for a uniform object is easy, but non uniform objects are much harder, which is what makes it difficult. The fact that it spins in a direction other than horizontal is probably because you are applying a force in a non uniform direction, even though you might think you are, making it spin non horizontally. 2
