You can't have a "Best member" vote, if not everyone is on it. 

'I want people that will get votes' = I'm bias.

I'm just pointing it out, that the 'best member' voting is 100% bias towards people who are 1. Top feedbackers. 2. Top gold sellers. 3. Top Services. 4. Post count whores, who post on anything and everything.
