You might not have the proper version of Java installed.

 

In order to check your java version, go here: https://www.java.com/en/download/installed.jsp

 

If your java is updated, then I'd suggest right clicking on the file and clicking "open with".. You should get a list of programs. One of which being java, by Oracle.
