Cant acces anything at all

My friend tried to make an account but doesnt have permission to do anything at all, cant even sign out. Please help

Leave the name of his account please(so admins/super mod can do a check), and also erase all cookies and history etc. Then try again, you should be logged out even clear forum passwords. Also if he is trying to post in the market he of course can't do that until 20 posts or 40 for services. 

Try new browser / erase all cookies / contact an administrator. 

Perhaps he should try various browsers.

He can sign out be clearing his history, then should attempt at making the new account.
