everytime i open a program, like utorrent, skype, i get a notepad popup

i never had this before, anyone that knows a solution? and no, i did not open the .exe with notepad. 

Name it .html and open it in a browser. It's a webpage but saved as a .txt file for some reason.

Yeah well that doesnt work, it happens when i open some programs but it also does when i click te start button to play a game which makes it impossible to play :(
