Purchasing a VPS is very sketchy. Lots of scammers out there. I can't point you in any certain direction, just be very careful on your final decision.

If you are going for cheapness, and quality, check out DigitalOcean. It's $5/mo. However, you will need to install a GUI interface yourself according to the OS you chose (no windows available). It can run one bot in low CPU mode. However, make sure you don't hit 100% constantly, or else DigitalOcean's systems will automatically kill the process on your VPS that is taking up the most CPU (in your case, would be rsbot)

Their job isn't really to provide customer support. If you want customer support you're going to have to shell out at least an extra $5 - $10 a month. You can't really get mad at unmanaged hosting targetted towards developers who know what they're doing for not providing support, especially to an activity that violates the ToS of another service.
