If I bot on another IP, and then my account gets banned, can I then tell Jagex, that I've been hacked, and the hacker probably botted on it?

I would still try it.... The worst that can happen is you get a "no"

there will always be a risk involved in botting it's up to you to minimize this risk or play it out till you get banned, Goldfarming bots will always be banned you need to realise that no amount of safety will keep that account from being banned. some may last 2 week some may last 2 months but they will get banned.

if you're running a gold farm buisness and don't use proxies for each account i HIGHLY suggest that you have a proxy for the gold storage account so that it doesn't get related to these accounts or it too will get banned for goldfarming...

Goldfarming is a huge risk and there is not a lot you can do about it the bans that is. just hope that they don't get you.
