You don't have to be scared of player mods in my opinion they aren't very powerfull they can't do much other then muting but I think this idea is nice anyways it helps.

What types of YouTube vids?

This won't do anything, as just like @Alek stated it's incredibly taxing to your computer to check for 1500 names every few seconds. Not only that, but they can change their name or get demodded. Keeping up with a list like this isn't helping anyone.

Also, how does a pmod have anything to do with botting? Their reports are looked at just like a normal players...
