I think he needs to be banned as he used the "$100 donator" from OSBot for reputation. I've given him more than enough days to "fix" his bank problem but he have not logged in Skype for the past two days. 

The user has been banned, if you cannot resolve the dispute I'm sorry for your loss.

 

Also I'm questioning your judgement as the user was TWC at the time and you chose to ignore it.

 

Anyway, dispute closed.
