Probably not, you can download a Windows CD by a torrent, and copy that on a empty disc.

When you don't have a CD, it won't reinstall Windows, so you didn't lose a thing then.

MOST OF THE TIME YOU CAN RE-INSTALL WINDOWS WITHOUT CD. IF IT ASK FOR A CD, DO THE FIRST SENTENCE.
