Can the owner of the account still recover the account if I put jagex account guardian on the account?

I don't know if this is the right section but whatever it's in the title. Looking to buy a account and just wondering if the owner would still be able to recover the account if I changed the email, recovery questions, password and added Jagex account guardian to it, if so then I ain't buying a account lol.

Original owner can always recover no matter what you do.

 

Change password 100 times, guardian, change email nothing is safe when buying accounts mate :(
