The better part of the game is botting, so botting all those accounts would have a huge impact on their yearly income. Don't forget that they have to pay people to work at jagex's in order to improve the game. right now they make x million euro's a year, which goes back into developing the game ( for a part - of course stake-holders want a part as well ) imagine them messing up half their profit.
