I think people like you should get the Graphic Designer rank.
You're active, know alot about it and you're actually very good at it.
If you have those abilities you should receive the rank.

There should be an application format. With your 6 best tags and why you want it etc, then the staff judge your work with a 0-10 scale. Then you average that and if the average is above the threshold then you promote them.
