Always necessary to provide a valid world with cli even without flag

Since -world flag to cli was fixed, I'm finding it always necessary to specify a valid world on cli, otherwise returning a socket error, even when I haven't specified the -world flag. Not sure if this is a bug or intended, but wanted to report it
