Is it possible to make a new account from a residential proxy?

I bought 1 proxy for test, got blocked when I tried to register an OSRS account on the website, made the account on my real IP, then played tutorial island.
After 5 minutes blocked due suspicious behavior.
Then recovered on my real IP because I cant with the proxy.

Now playing legit on the proxy for 1 week as a test.

Then I will start botting very low profile to check their banning tactics.

Yes it's possible, that IP is most likely flagged on Cloud flare and is why it's blocked on the website
