Problem solved ty for the help though internet explorer lets me create a acc.

im not ip banned i have 2 accs botting on my ip right now

TOo many accounts made within the last 24 hours or something is my best guess ^^,

This can mean that your email is not allowed or you have hit the limit on how many account you can make on your IP

Yea, best bet is you're IP Banned.
