Is there any updated way to do this? I want to buy things online but they require verification. And I don't have either of those and it's out of the question.

Yes, you can verify a paypal by adding an etrade account to it(which can be obtained using bullshit info) 

 

BUT

 

this will get your account limited for identity theft.

 

 

Try adding VCC's or pre-paid cards to your accont, confirm as much info as you can, or try to verify your address through documents.

Think of it this way: the whole point of not being able to send payments because you aren't verified, is, well, that you aren't verified. PayPal will do anything and everything to stop you from sending money without being verified. There is no correct way around it. Your only viable options are getting a bank account or not using PayPal.

Well i don't think etrade thingy works. I've tried it at one point and got limited in under 5 minutes.

Jagex doesn't want people botting, yet there is a way. My only options are not those, I know there's more, I've seen it happen, just never bothered looking into it until I needed it.
