Can't start client of kourend quest.

I've made a new account with waterfall quest and some magic levels. i want to start client kourend but i go to port sarim and veos is nowhere to be seen. the quest guide is telling me to speak to him.

Are you sure you're at the correct dock in port sarim? Have you checked inside the ship?

Speak to Veos, who can be found in the Piscarilius House port.
