I have a decent amount of level 3's that are a year old as of now that I'm not planning on using. I have about 60 accounts with no email attached, logging into the RS website will allow you to put your email and recovery questions on there. These were sourced from @Antonio Kala a year ago. Wondering how much these are worth if anything lol.

There have been a lot of problems with new level 3s as of late. People buying them will often be banned within the first 5 minutes of playing due to the fact that they are on an IP other than what was originally used. While this might be the case for new lvl 3 accounts which are typically valued at 200k each.. I'm not sure how much old level 3s would be because they might have the same issue. I highly doubt this is the case... but one can never be sure. If they do not get banned within 5 minutes- your level 3 accounts will probably go for 200-250k
