There are routing numbers and account numbers. both different. with someone's account number alone and knowing what time they live at will give you access to their full account with common sense. Routing numbers are public depending on your bank, so if a routing number is all you need, just google : Routing number for (name of bank) in (name of city/state) and it will give you a list.
