It's not a winrar file, it's an executable jar. Run this: https://johann.loefflmann.net/en/software/jarfix/index.html then double click the jar file.

Windows key + R (Opens the Run dialog box) 2. type "cmd" 3. Once Command Prompt opens up, type "java -version" Now you just have to make sure its java version "1.8.XXX"
