Explanation:

He deleted the original account thread. I bought his account with the rsn: [hidden] but he recovered the account yesterday, doesnt respond on skype.

I requested him to post here. Can you please include the screenshots of you trying to contact him? Did he state he was the original owner?

Talked to the guy on Skype. 

He's had two appeals denied with the same info im about to try.. never less ive sent off another request.

If it fails where do we go from there?

Attempted second recovery for the guy as the first one failed to his email. Account has changed to o******@o******.com.?  Tried to contact him to ask if he now has access with no reply https://imgur.com/a/0NNRO

The user has been banned as they have ignored another dispute. If he wishes to return he'll need to refund all who were scammed. Sorry for your loss.
