I'm assuming no untradeables or quests? Desert treasure etc. Could maybe sell it as a zulrah account? maybe get 75 def for serpentine though. Does it have ava's etc?

Well there's no wc, craft, or slayer levels so no Ava's

With some work it could be worth something but without quests or untradeables there isn't much it can be used for.  You would have to sell it as an account that needs work, and it needs the work that isn't easily botted.
