isn't 40m extremely high for a acc w/ lvl 82 fish?

Well, i'm mainly just looking for a level 82 fishing account (skiller) but it seems its hard to find one as I've been looking for weeks. So i've opened up to any account with 82+ fishing. 

 

Edit: I've also tried looking at services to hand train the account and its roughly at that price. Though I haven't actually contacted any services.
