I know clickurful from offsite does them quite cheap i believe your account with its current stats would cost 73m each firecape + 3k sweets or maybe 2k sweet if im not mistaken

Using veng extends service, increases amount of sweets used,  its completely useless

 

I can do your fire capes, that'd be 65M +3k sweets each

how long does it take to get a cape on average? assuming the account is 99 range

once right spawn pattern is obtained 2-2,5hrs spawn pattern can take 5mins and it can take 3  hours its pretty random so I'd say 4-5hrs just to be safe
