You can tell people to report your name for being inappropriate then XBOX live will make you change it. Although I think the staff might check the name first.

I put my name as CODpwner48, then when i put xbox live on the account, it changed my name to like tyler8345 or something, so i had to change it back to CODpwner48, using my free name change.
