40/30/1 with 15 ranged, 1 magic.  account is member.  No bot, by hand only please and has required stats for all f2p quests.  Account has no equipment or money but you could throw a rune scim on there for the combat quests and take it back off.

7.5m for all f2p quests to be completed.

EDIT:  Account is member, 40/30/1 with 15 ranged and 1 magic.  Has required stats for f2p quests.  No equip or money on account.
