Ban quashing

How are a lot of account receiving quashed bans?

account gets banned (hopefully botted on diff IP to normal/home) > orginal owner reports it as 'stolen' so jagex think someone stole the account and botted it. as they see it's a diff IP to normal they quash the ban as they believe the orginal owner wasn't the orginal botter.

 

doesn't work 100% of time.
