What does offence expiry mean for Runescape?

 

Because I got banned for 2 days, and my offence expiry is 2 years,,,, does that mean they will remove the ''ban'' offence from the account management in 2 years?

Yes, it means that it will be marked as 'Expired' and therefore no longer penalizing your account (meaning you won't be "perm banned" after 2 years if you receive no other offenses)
