Not sure, if turn it to staker or a pker, tell me what stats to get. 20 def because wanted to make this a staker but not sure if people stake a lot anymore :/

I dont think that defence could be quested. Nature spirit would be one of the quest to be done, and it gives prayer exp where as this account is 1 prayer

Your best bet in my opinion would just be to make a high level staker. Those make bank. Think about what type of pking account you want to have and make that after you're rich, pking is much funner.
