Reasoning:

 

He was powerleveling my ranged in 2007 Runescape. After a couple days I logged in, and what did I saw: my items from my account were gone (like 2M).

 

He cleaned my bank. And as if this wasn't enough he tried to log into my EoC-Account. But I was happy I had my JAG enabled, so I received an e-mail from JaGeX with his IP and country to give him permission to log into my EoC account.

He also promised me two different dates when the powerlevel service should be done, but he didn't complete at the given dates, and still not completed.

 

I received a warning point, and he didn't receive anything.

I think he deserves a ban: He cleaned my bank (which I can't proof....), but I can proof he also tried to log into my EoC account (probably to clean that one too).

StarService has agreed to refunding you 1m as it was his fault. As far as refunding your entire bank, this can not be proven with the miniscule evidence shown I am afraid. And also, if the service was paid for ahead of time and in full he will also have to follow through and provide you with it, that is unless you broke a T.O.S or an agreement made between each other.

 

Once the 1m is given back the dispute will be closed, I have alerted StarServices that he will have to pay you so please post back here when he does so.

Just waiting on him to reply to me, I'll post a screeny, after that we're done & if he carries on with the feedbacks or constant flaming I want him delt with, his wasted so much of mine & mods time removing all these feedbacks & I hate to keep pestering the mods about this
