weird it seems to be normal in germany to have a dynamic ip. and i thought it would be the same in other countrys since its easier for ISPs to offer dynamic ips

uhhh... you can't really. Sure you can change your IP after you get banned but each IP still has a geographical location so Jagex will still be able to tell who you are. Most people have a dynamic IP these days anyway.

When you need to change ip, restart router to get a new ip? What more do you need?

My modem needs to be turned off for like 24-48 hours to be issued a new IP so a quick "restart" isn't necessarily global, in my case at least.

 

Also my IP stays the same for long periods of times as they just extend the rent time on it when it ends.
