Seeing as you initially stated that you had 80m ready to sell, you should've checked beforehand if anything had happened for any reason. After refusing to do the rate 1:10 then went back to the original rate (Assuming that it was) you then refused again. It seems as if you've wasted this users time with the misleading statement and refusing to sell the user anything. The negative feedback has been removed, however if would like to leave a Neutral Feedback he can do so.
