ive downloaded it, still wont let me open with java

So I got this laptop for free that has windows 8.1. Im trying to download osbot and it says I don't have an app to open jar files. So I download latest java and I download some unzip app that when I Open osbot with that app it just breaks down all the components of osbot for me. How do I get osbot to download/run on this computer? Please help.

Im a police officer and in my city regardless of speed since she had the right of way then yes you are 100% at fault regardless if she was looking down or speeding because unless there's a speed gun that tracked her speed then its your word against hers and there's no proof. Sorry bud on the bright side you both lived to see another day.
