Looks like the user linked to buy vouchers from is no longer selling them, sorry. You can still buy a voucher with gold in the market section and use that to purchase.

I'd say definitely higher risk than some other method as it is a pretty common method of gold farming. When I used this method to gold farm I would just suicide bot a ton of accounts over the weekend and transfer the gold before monday morning.
