so earlier on i sold my gold to a user and now im trying to buy something off the internet and when i click send money it keeps popping up and saying "We're sorry but we can't send your payment right now" does anyone know why this is occuring?

Some times you need to verify your paypal. You can do that by adding your bank account to the paypal account. 

Sounds like you have insufficient funds on your method of payment.

but i've done transactions before without adding any debit/credit card? and it has more than enough cash on it

To send money to certain businesses you need a verified PayPal.

it's not that , it doesn't let me send money to any person

check your paypal, the money might be pending or your email if they sent you to confirm you was supposed to receive the money

I've had multiple payments...(For various reasons i won't go into)

 

Is your PayPal unverified? If so, it could be that your paypal could be limited soon...I got that error, then the next day I was limited.
